Welcome to Normandy Beach

Normandy Beach is a residential Jersey Shore community on the Barnegat Peninsula in Ocean County. Unlike most neighboring barrier-island communities, Normandy Beach crosses a municipal line: part lies in Toms River Township and part lies in Brick Township.

Despite that governmental split, Normandy Beach functions socially and culturally as one recognizable shore community. The Normandy Beach Improvement Association — usually called NBIA — provides beaches, recreation, summer programs and community representation, while Normandy Beach Yacht Club adds a long tradition of sailing and social activity on Barnegat Bay.

Visitors do not experience the neighborhood as two separate towns, so this guide follows the recognizable community rather than splitting Normandy Beach in half. Where municipal rules matter — taxes, permits, police, trash, rentals or property records — NJTGO identifies the appropriate Toms River or Brick resource.

A Shore Community Since 1916

Normandy Beach Improvement Association traces the community's founding to 1916. Its organized recreation history goes back almost as far: the Bay Beach program began in the early 1940s with swimming lessons for children, and NBIA itself was formally established in 1960 to oversee camp, beaches, tennis and basic community maintenance.

One Community, Two Townships

Normandy Beach's municipal boundary is more than a trivia fact. It affects property taxes, permits, police, garbage and recycling, floodplain administration and other government services.

Toms River Side

Properties on the southern portion of Normandy Beach fall within Toms River Township. Toms River provides the governing municipal services, permits, tax administration and police coverage for those addresses.

Brick Side

The northern portion falls within Brick Township. Brick's municipal departments, police, property records and regulations apply to addresses on that side of the community.

Property owners and renters should verify the actual municipality for a specific address. “Normandy Beach, NJ 08739” by itself does not tell you whether Toms River or Brick Township rules govern that property.

The shared identity is strong enough that the two municipalities have previously partnered on infrastructure work in Normandy Beach, including road-elevation projects addressing recurring flooding.

Normandy Beach Improvement Association

NBIA is the central community organization for Normandy Beach. It provides lifeguards, maintains beaches and common areas, runs recreation programs, manages Bay Beach Camp, offers tennis and pickleball, organizes events and represents Normandy Beach interests before the two townships when needed.

NBIA maintains private community ocean and bay beaches while permitting public access under applicable New Jersey laws and badge rules.

Community Recreation

Tennis, pickleball, basketball, Bay Beach Camp and community events make NBIA much more than a beach-access association.

Homeowner Membership

2026 NBIA membership is active, with annual household dues and optional tennis membership. Membership benefits include homeowner beach badges and reduced Bay Beach Camp rates.

2026 member information: NBIA currently lists annual dues of $525 per household, optional tennis membership of $225 per household and additional homeowner badges at $75 each, up to four. Fees and policies can change by season.

Atlantic Ocean & Barnegat Bay Beaches

Normandy Beach combines traditional Atlantic surf with a separate bay-side bathing and recreation environment.

Ocean Beaches

NBIA ocean bathing hours are currently 10:00 AM–5:00 PM during the summer season. Guarded swimming areas are designated by flags near lifeguard stands, and ocean conditions can change the size or availability of the swimming area.

Bay Beach

The bay bathing area is located between the street ends of 6th and 7th Avenues on Barnegat Bay. Swimming is allowed within the roped area, and diving is prohibited.

Beach Badges

Badges are required during bathing hours for people age 12 and older unless exempt under applicable rules. NBIA members receive homeowner badges, while public-access badges are sold through NBIA.

2026 NBIA summer season: NBIA's employment program identifies the operating season as June 20 through September 7, 2026. Lifeguards work daily during the season, weather and sea conditions permitting.

Bay Beach Camp, Tennis, Pickleball & Basketball

Normandy Beach has one of the most developed recreational programs among the small communities on this stretch of the Jersey Shore.

Bay Beach Camp

The 2026 camp runs June 22 through August 7 for children ages 5–12, Monday through Friday from 10:00 AM–3:00 PM. Activities include beach play, crafts, tennis, field trips and lunch.

Tennis

NBIA's Har-Tru courts operate during the 2026 season with private play, round robins, mixed scrambles and reservation-based access.

Pickleball

Open play, clinics and private matches are part of the current Normandy Beach recreation program.

Basketball

Community basketball facilities provide another option for casual play and organized recreation away from the beach.

Normandy Beach Yacht Club & Sailing

Established in 1946, Normandy Beach Yacht Club is a major part of the community's Barnegat Bay identity. The club combines sailing, social activities and youth programming.

Junior Sailing

The 2026 Junior Sailing program serves ages 8–18 and runs for eight weeks from June 29 through August 10. Sailors learn using Optimist Prams, Lasers and Club 420s.

Adult & Club Sailing

NBYC maintains active sailing programs, calendars and club traditions for members beyond the youth program.

Social Community

The Yacht Club maintains a social calendar, food service, member activities and a 2026 Ship Store alongside its sailing programs.

2026 Community Life

Normandy Beach's summer calendar reflects a strong multi-generation community rather than simply a collection of vacation houses.

Summer Concert Series

NBIA schedules live music at the Bay Beach House during the summer, providing relaxed evening gatherings on the bay side.

Lifeguard Tournament

Normandy Beach's annual lifeguard tournament brings together beach guards and community spectators in a Shore-wide summer tradition.

Memorial Day Community Run

The 2026 calendar included a Memorial Day “Run to Remember,” adding an early-season community event before peak summer.

First Friday Gatherings

NBIA membership also includes off-season and shoulder-season social traditions, helping Normandy Beach remain a community beyond July and August.

Visiting Normandy Beach

Normandy Beach is primarily a vacation-home destination. Summer rentals range from traditional shore cottages to large ocean-oriented, bay-side and lagoonfront homes, with nearby food and services concentrated along Route 35.

Renters should confirm beach-badge procedures, parking, beach-access points and whether the property's municipality is Toms River or Brick.

Family Programs

Bay Beach Camp and other NBIA activities make the community particularly appealing to families who return for multiple weeks or every summer.

Boating & Sailing

Barnegat Bay access, the Yacht Club and nearby lagoon homes add boating and paddling to the traditional ocean-beach experience.

Normandy Beach's Route 35 corridor has enough restaurants, markets and businesses to support dedicated NJTGO Food and Business & Shopping pages.

Rental rules depend on the address. A property on the Toms River side is subject to Toms River rental rules; a property on the Brick side is governed by Brick Township requirements. Renters and owners should verify the municipality before relying on a regulation or permit requirement.
